IP bans are actually quite rare for the most part. Simply because they if  throw out too many, you can end up blocking entire areas (I believe it was Rei who accomplished this with Habbo some time back), universities,  ISPs or even a whole damn country if you really go crazy.

99% of "troublemakers" are too stupid or too lazy to work around simple bans anyway and usually behave pretty quick once they do get one.
