Lol, you can troll forums, that's not much of a problem. Nothing illegal about posting "unpopular" threads and the responsibility of any users breaking the rules is their own. Minor things that aren't really any stong legal threat I don't mind, unlike Sped.
It's the full-scale spam/hax/DoS raids which damage or disrupt the entire function of the forum that we can't officially do. Forum owners are far more anal than game and chat sites and would have a more solid legal case. When forums get raided everything done is much moar permanent. Unless it is manually deleted by mods/admins, every single thing posted is recorded there indefinitely. It starts falling into the realms of vandalism and the like, and we don't have the resources and especially the excuse of anonymity that a site like 4chan might have to work with.
When we spam or raid something like Habbo, even to the point of them having to reboot a server, the effects are all gone afterwards. Only memories and some server logs remain as a sign we were even there and they probably couldn't build much of a case on it. The worst Habbo could get us on is some kind of harassment or minor business obstruction charge (or whatever it'd be called) and it's unlikely to be worth their time. Most games and many large chat sites would be the same situation.
I'd love to let everyone go crazy and I try to allow freedom where I can. There's a lot of grey area to maneuver in sometimes. But in the reality of the world, allowing free-for-all here would soon get Pools Closed shut down and possibly some of us v&. That's bad for the lulz.

If they really wanted to hire enough people to monitor every site they could. Realistically that'd cost way too much though, so unless they hear specific complaints or your site draws attention from something that slows the entire server, they don't normally pay attention to what's going on.
The host is my least worry out of the different concerns, the site can always be moved to a different server if it comes down to that. The bigger problem is something like a cease and desist order, a lawsuit, or someone filing real charges against me or others on the site. In either case shutting down Pool's Closed permanently could very well be involved as a requirement in dealing with such a mess. As lulzy and fun as this place is, getting v& and possibly spending thousands of dollars in legal defense or to pay fines isn't worth it.
So there are still a few limitations to ensure this place remains intact. Sped was much stricter about it than he probably needed to be though.

As Afroduck has said with his words of wisdom before, We "visit" their site in a large group, and "produce lulz".
Besides, /i/ was only good for the first month when 7chan first came around. But it soon killed the raids with fail and faggotry. Like always trying to plan out a huge massive invasion of ebaums/newgrounds/gaia/ etc. ALWAYS fails. /i/ will supposedly advertise it on every site, and guess what, the fags learn of it, word gets to their admins, a couple faggots raid early, and then get the forums shut down so no massive raid goes on.
Ive always liked the random forum raids that come out of nowhere on 4chan, even if its personal army bullshit. Its just out of nowhere goatse and lemonparty everywhere and some 10 yearold WoW kid is flippin the fuck out, because he can't brag to his e-friends that he reached level 20.
Those are the best raids, even if its just 4-5 /b/tards doing it.

Haha, thread grew pretty quick today. Actually, that stuff on "visiting" to "produce lulz", etc. still applies when possible, though nobody is gonna get b& for not using the more vague terms all the time.
The discussion here was mostly to establish the differences between a full raid (only ok on games and places like Habbo) and normal trolling (generally ok anywhere).
