In the US lolicon has technically been illegal for several years. But there's never been an arrest, much less conviction, based solely on having lolicon stuff; it has always been used as an extra charge on top of actual Rei's Dead adopted sister abuse, parole violation, etc. If they tried to use lolicon by itself the section would get thrown out as unconstitutional in the end.

Making a certain kind of art illegal here is way too dangerous (photographs are the borderline since they directly involve real people) because once you outlaw one type of art it's real easy to go after any other type including religious stuff. So it'll never happen and if it does it won't last very long. Yay 1st Amendment.

So in theory, if I was to plaster a British forum with loli, the images would end up in the temporary internet files of everyone who saw them, thus beeing on their hard drive. That's illegal then, isn't it?

The article says that the rule banning it hasn't been implemented yet, but explicit loli would be good trolling material on UK public forums even without the new law being currently active.

Flooding forums would indeed result in loli on the viewer's hard drive, and most people are too dumb to clear their temporary internet files regularly so the images would stay there. Spamming a forum for conservative middle aged people (if such things exist) would be most effective because they'd never have seen loli before.
