This is true. When an employer says they'll call you, they really mean, "alright, I'm gonna go ahead and intentionally forget I just said that, and if you call me, maybe we'll consider your application." Apply again, and when they say they'll call you, ask, "when can I expect a call?" Try to get a time, and hold them to that. If they don't call at that time, call them the next day.
