It's a decision one has to make, then.
Is the dormant user a future nigra, a habbofag, or FuRrYnEkOsAkUrA? Nobody'll know.
But the vast majority of them are faggots. Faggots who don't deserve to walk these halls of.. y'know what, I'll just stop there. They don't belong, needless to say. There are, indeed, rare cases of failure turning to win (i.e. Trotsky, ex-Habbofag), via lurking on Poolsclosed (though I don't know if FayGotTree was ever a failure, as his epic win seems to have burned throughout his life) but they are incredibly far and between. Best bet is to simply ban inactive users, regardless if they come online every day.

For those all we need to do is hit hard as soon as it appears they may be a true problem. FuRrYnEkOsAkUrA became such a hueg pain in the ass because we kept talking to him or letting him hang around. All of us were involved in that mistake at some point along the way. Make them know they're unwelcome and not lulzy right at the start, it becomes far less likely they'll persist.
Lurkers aren't an issue till they become posters. Spies are just silly to worry about. Sulake supposedly keeps tabs on us and they never can do shit to really stop us. A few habbofag "spies" aren't worth thinking about. Unless they provide lulz for a while.
